I do not understand.

Should the 'simple request' be a predefined text block? What is the 'simple request'?

This may be obsolete now that all questions are required to have an answer.

Occasionally an applicant will not provide enough information in response to a question. In this case it would be helpful if the system allowed the admins to perform an action that did the following: 1) bumped the status of the application back to pre-submission status so the applicant can edit it again. 2) email the user that the review board has requested additional information (and indicate which questions require additional information in response) 3) indicate on the applicant's view of the application which questions need to be fleshed out. So in this instance we are just requesting more info on the already provided questions.

In other instances the review board has have additional questions that are not part of the original application. Sometimes it is to ask why they want to use a particular piece of software or why they expect to use so much bandwidth or any other issue we feel needs to be addressed before denying or accepting their membership. In this instance we want to be able to perform an action that does everything as mentioned above, but instead of merely highlighting existing questions and asking for more info, we want to provide a new text field for the applicant to addresses the review board's concerns.
